Financial supports in Luxembourg
1) A financial support is granted by the Ministery of Environment for a private person, an a.s.b.l. (association without profit) and a private or public promotor (except the state). Currently this support represents 30% of the effective costs of the photovoltaic plant if installed on a building or integrated in a building; but limited to a maximum of 1.650 Euro/kWp.
[kWp represents the value for the performance of a PV module under standard and reproducible laboratory conditions (p for "peak"; in French c is used for "crrête"). Real performance is usually less and depends on location and external conditions]
The maximum system size is limited to 30 kWp per project and per connection point. Mémorial A83 dated April 28th 2009 (Chapter 3, Article 8)
(An installation can also be operated collectively by several individuals)
The invoice has to be dated latest December 31st 2012 and the request for financial support has to be introduced latest by March 1st of the following year. Eligible are material and installation costs, inverters, mounting system, wiring, electrical protection and meter, but no other roofing works and general changes to the existing electrical installation (Annex 1 Point 4 of the Memorial A83).
Please check with your local authorities whether a building permit is required for the installation and if they support such an investment.
An investment may be realized without own capital participation via an Eco-loan and the credit may be reimbursed in 10 years from the remuneration of the sale of electricity. Please contact your bank or the BCEE, which offers an attractive (variable) interest rate for environmentally friendly energy production. Depending on the amount of the loan, the bank may charge only a low commission cost.
2) Large companies are no more eligible for a State support according the new law "loi relative à un régime d’aides à la protection de l’environnement et à l’utilisation rationnelle des ressources naturelles du 18 février 2010". Further information can be found under Guichet publique/entreprises
3) There is still a possibility for financial help for small and medium-sized companies (PME) -which belong to the area of responsability of the Ministery of "Classes moyennes" (for installations up to 30 kWp mounted on or in a building). A request has to be done in advance in order to check the actual conditions and the current amount of support. 4) Municipalities (local authorities) may also profit from a state support equal to 15% of the investment costs (installation on or in a building) with a maximum of 900 Euro per kWp. A prior approval by the Ministery (circulaire 2489 dated April 20th 2005) must be required. Please contact the Ministery of Environment.
More information is available under myenergy.lu. Grants may also be requested from ETIKA for projects with innovative character or for collective installations operated by institutions (eg local authorities, schools and associations).
Attention: Financial supports are not available immediately; the entire cost must be provided by you at the beginning of the investment!
